How is the penal system coping with mentally ill inmates?

What is the relationship between deinstitutionalization and the increases seen in mentally ill prisoners? What do you think the a good solutions to this problem would be?

Treatment at this point is much more important than sticking someone in jail for years upon years. However, most people think that just becuase you stick someone in jail that they will not reoffend.

WRONG! They need to provide counseling, job training skills, etc, to help inmates. Most people just want to lock them up and throw away the key, and then wonder why 80% of inmates reoffend.
